A second winter storm in as many days will slam parts of the Midwest before rolling toward the East Coast. Major travel disruptions are likely.

A winter weather advisory goes into effect from 9 a.m. until 3 a.m. on Thursday. The heaviest of the snow is expected between 9 a.m. and 5 p.m.

The federal government could also issue early dismissals as a substantial winter storm arrives in the D.C. region.

In Southern California, the flooding could be life-threatening in areas burned by wildfires. California is about to get soaked, whipped and dumped on again. A robust storm system will sweep in from Wednesday night into Friday, bringing the threat of strong winds, heavy rain or snow to every part of the state.

The first wave of the strongest storm of the winter began hitting Southern California on Wednesday, but the most damaging rains are expected Thursday.
