A man faces 13 felony charges after a violent rampage on Feb. 12 that included shooting at Kansas City, Missouri, police officers, stealing a car, and leading officers on a high-speed chase.

To qualify for the carveout, a gun purchaser would have to complete a training course offered through the state.
