Visitors gathered in Pingxi, a mountain village in northern Taiwan, to pen their blessing and wishes on paper lanterns and release them into night sky to seek good fortune in the Year of the Snake.

Planners say the proposed higher fees for building, especially in the northern part of Phoenix, would pay for infrastructure needed for new homes.
