Minneapolis is struggling to eliminate backlogs of police misconduct complaints and officer use-of-force reviews, largely due to a staffing deficit, though the city has made strides in other reform goals since March 2024,

City leaders on Monday provided an update about the progress made in the Minneapolis Police Department's efforts to comply with a Minnesota Department of Human Rights settlement agreement.

The city entered into that court-ordered agreement in 2023 and a year later, hired Effective Law Enforcement For All (ELEFA) as the required independent monitor to track progress and publish a review every six months.
