U.S. President Donald Trump'sadministration is considering merging the U.S. international aid agency (USAID) into the State Department in a major revamp that would shrink its workforce and align its spending with Trump's "America First" policy.

The U.S. Agency for International Development (USAID) could fall under the purview of the State Department, or be dissolved entirely. Senate Minority Leader Chuck Schumer says that would be “illegal and against our national interests.
